opening:
Business Development Manager
This position will focus on external and internal coalition building for the purpose of business retention and expansion.
Responsibilities include working with prospective companies, community leaders, local economic development groups
and related organizations in identifying and attracting new business development to the cooperative’s service area.
A degree in marketing, finance or a related area or 5 years of experience in the economic development field is required. Must have a valid driver’s license.

Qualifications:
A bachelor’s degree in Public or Business Administration, Economic Development, Urban Planning or related field and a Certified Economic Developer (CEcD) license are required. Prior experience as a local government department manager, along with five to seven years of related experience, is preferred. A master’s degree is preferred. An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
A valid driver’s license and an acceptable driving record according to City criteria are required.
Salary and Benefits: The hiring range is $128,198 - $185,000 Midpoint (Full range: $128,198 - $256,397). Beginning salary will be commensurate with experience. Learn more about the city’s excellent benefits package here. Residency within City limits is required within a negotiated timeframe.

The City of Norfolk is seeking a dynamic, forward-thinking Economic Development Director to drive business growth, attract new opportunities, and strengthen our local economy.
Reporting to the City Administrator, this position leads a team of three and manages a $545,775 budget while guiding strategic initiatives that support business recruitment, retention, workforce development, and community vitality.
Salary Range: $8,337 – $11,375 per month
What You’ll Do
- Lead economic development strategy and long-term planning
- Recruit new businesses and support expansion of existing employers
- Build strong partnerships across business, government, and community groups
- Secure and manage grants and funding opportunities
- Oversee department operations, staff, and budget
- Represent Norfolk through outreach, site visits, and regional engagement
Education:
Bachelor’s degree in public administration, business administration, economic development, or a related field
Experience & Preferred Qualifications:
- Minimum of 5 years managing programs or projects in economic development, business, finance, or workforce development
- Strong leadership, strategic planning, and partnership-building skills
- Experience with grant writing and administration
- Certified Economic Developer (CEcD) designation preferred but not required
