Executive Director, Carroll County Growth Partnership
Position Summary:
The Executive Director serves as the chief executive for Carroll County Growth Partnership and provides oversight for the Carroll Chamber of Commerce through a shared services model. This role leads Carroll County economic development initiatives, business retention and expansion efforts, project development, HUB 712 operations, community marketing, and regional partnerships. The Executive Director ensures strong organizational management, financial oversight, and effective communication with boards, members, partners, and the communities in Carroll County. The position also leads the growth of the newly created CCGP Foundation to support economic, workforce, and leadership development along with related initiatives.
Key Responsibilities:
Leadership & Organizational Management
- Provide overall leadership for CCGP and oversight for Chamber operations; supervise staff and complete performance evaluations.
- Manage the operations, programming, partnerships, and sustainability of HUB 712, the regional co-working space and Business Resource Center.
- Develop annual budgets for both organizations, manage expenditures, and ensure accurate, professional financial record-keeping.
- Support and engage the CCGP and Chamber Boards with timely information, recommendations, and strategic guidance.
- Ensure a well-staffed, customer-friendly office environment.
- Oversee property maintenance and improvement of the Historic Depot Property, a key community landmark and tourism asset. Coordinate projects to preserve and enhance the site, apply for grants to support maintenance and restoration, and secure matching funds as needed.
Business Development & Project Management
- Lead year-round business visitation and retention programs; maintain strong relationships with area businesses and industries.
- Serve as a confidential resource for new and existing business prospects; coordinate responses to business attraction inquiries and RFPs.
- Maintain current information on available sites, buildings, and development assets; serve as the primary local resource.
- Assist in identifying and securing funding opportunities, incentives, and technical assistance for business and industrial development.
Marketing, Advocacy & Community Outreach
- Develop and implement marketing strategies to promote business attraction and countywide economic growth.
- Represent CCGP and the Chamber with local, regional, and statewide partners, economic development groups, and government entities.
- Build strong relationships with media and serve as a spokesperson for the organizations.
- Support Chamber strategic planning, membership needs, and volunteer engagement.
Regional, Workforce & Philanthropic Development
- Lead or participate in regional economic and workforce development initiatives and collaborative projects.
- Build and manage the CCGP Foundation, including donor cultivation, fundraising, and stewardship of charitable gifts supporting economic, workforce, and leadership development initiatives.
- Pursue professional development and share relevant knowledge with staff, volunteers, and boards.
Other Duties
- Maintain effective working relationships with stakeholders across sectors.
- Perform additional related duties as assigned by the Boards of Directors.
Qualifications:
Preferred Background
- BA/BS degree and 3–5 years of experience in economic, community, or business development. Years of relevant experience will be considered for this position.
- Experience managing a nonprofit, economic development group, or similar organization.
- Economic development certifications or training (IEDC, OU EDI, etc.) are a plus.
- Demonstrated success in business recruitment, expansion, or project development.
Skills & Competencies
- Strong organizational, financial management, and analytical skills.
- Excellent written and verbal communication abilities, including public speaking.
- Ability to work effectively with business, government, and community leaders.
- Strong decision-making ability, confidentiality, and professionalism.
- Ability to manage multiple priorities independently.
